LEGO never made LotR sets. This is the first time they’ve had this license. You might be thinking of Minimates from Art Asylum.

It was actually not LEGO that produced the earlier sets……it was another brand that no one has heard of, either before or since.

Those were not from lego but from a small company, with only two or three different sets made (with bigger figures than Lego’s and very few construction involved).
